The full message description from the Canada Revenue Agency (CRA) Electronic Filers Manual is: "Your client's address is outside Canada and is not eligible for EFILE. If the address is correct, a paper return should be submitted". 
Note that recent changes for the 2024 tax year and subsequent years have lifted some EFILE restrictions for non-residents and deemed residents. However, if you are still receiving this specific error code in your tax software, it indicates the situation still requires a paper filing according to the system's current validation rules. 
You should verify the client's residency status and address details. If the address is indeed correct and outside of Canada, follow the instructions to submit a paper return. .." (Google)
